  • The Tax Department is the heartbeat of the city's financing. It singlehandedly funds the city's operations and ensures the smooth functioning of all municipal services.
  • On average, our department oversees the inflow of $22 million annually through local income tax. This comes from employer withholdings, individual residents, and corporate net profit tax contributions.
  • A significant portion, about $17 million, arises from individual withholdings, covering residents with nexus within Brook Park as well as remote workers.

Local Income Tax Basics

  • Brook Park has set a local income tax rate of 2%. If you're a resident working in a city with a lower tax rate, you will owe the difference to balance it out at 2% to Brook Park.
  • We pride ourselves on being transparent about our revenue sources. Unlike many municipalities, our main revenue does not come from property tax but from the contributions of individuals and businesses. These funds are instrumental in supporting our safety forces, service department, and general municipal operations.

Updates on Tax Laws

  • Our tax regulations can be subject to annual revisions by state legislators.
  • Important changes to be aware of for 2024 include:
    • Youth under 18 years are exempt from taxation.
    • Maximum penalty has been capped at $25.
    • Corporate tax filers are granted an additional month on their federal extension.

Ohio and Municipal Income Tax: A Brief History

  • Ohio stands as one of the 13 states in the U.S. that impose municipal income taxes.
  • Toledo pioneered this practice in Ohio in 1949.
  • Interesting fact: Cities in Ohio can implement up to a 1% income tax without seeking residents' approval via voting. However, Brook Park always holds the prerogative to modify its tax rate via the ballot process.
  • Contrary to common belief, our primary revenue source is municipal income tax, while property taxes predominantly benefit the school district and county.

COVID-19 and Its Implications

  • The pandemic has indelibly marked the way businesses function, with hybrid work models becoming the new norm. This has significant ramifications for municipal tax revenue.
  • We face challenges with companies based outside of Ohio not withholding local taxes for their remote employees. This is especially prevalent for residents working for firms located in states such as Michigan, California, and Arizona.

Tax Compliance, Penalties, and Payment Plans

  • We believe in proactive action and transparency in the area of tax compliance.
  • A new regulation to note: From next year, a 15% penalty will be imposed for taxes not filed and remitted by April 15. Additionally, late payments will attract a 7% interest rate.
  • While we can be flexible with penalties, especially for first-time oversights, interests are typically non-negotiable.
  • Our team always seeks solutions to non-compliance issues, treating every taxpayer fairly and equally.
